The Russian Armed Forces basic development objectives are determined by the nature of challenges to the national security and national foreign and domestic policies.

The Armed Forces of the Russian Federation are required to meet several fundamental needs of this country:

• strategic deterrence capability;

• high combat and mobilization readiness;

• strategic mobility;

• high manning standards; well-trained personnel;

• up-to-date equipment and resources available on short notice.

The said needs formulate and set real missions before the Russian defence which are to be completed in line with structural transformation and power upgrade. To this end, we need to:

1. maintain our strategic deterrence capability;

2. provide for constant readiness troops augmentation;

3. improve operational and combat training;

4. offer an effective personnel policy;

5. consistently upgrade arms and military hardware;

6. contribute to defence research and defence education;

7. take care of service members and families.
